説明

Lieutenant Commander Brandnew is a Marine who appears at a base while Luffy and crew are en route to Loguetown. He is the officer who announces Luffy's first bounty of 30,000,000 Beli. According to the Grand Line Times, it is his job to assign bounties to criminals.
