Nationality: East German Affiliation: Nationale Volksarmee Western Theatre Forces Rank: Major General Franz Heim is Commander of the Western Theatre Forces of the NVA, the half of East Germany's military which served in training and social security duties. Heim also has a reputation as a moderate who doesn’t like to get involved in politics, and is considered to be somewhat ineffectual and uncharismatic by his own admission. As a friend of Katia Waldheim's father, Alfred Strachwitz, they had known each other for a long time. Heim was the one who introduced him to Ernestine, one of his subordinates at the time.
